Sally Mtambo is a strategic legal executive, governance leader, and Malawian Legal Practitioner with over 15 years of post-qualification experience in legal advisory, regulatory reform, and institutional governance. She possesses extensive expertise in energy sector law and regulation, with particular experience in market governance, regulatory compliance, corporate governance, public policy, and legal framework development.

Sally has advised public institutions, state-owned enterprises, and private sector stakeholders on complex legal, regulatory, and governance matters, including electricity sector reforms, regulatory compliance, institutional restructuring, stakeholder engagement, and policy development. Her experience combines deep legal expertise with executive leadership, enabling her to bridge the gap between legal reform, regulatory effectiveness, and sustainable sector development.

She is currently a Lecturer in Law at the Malawi School of Government, where she teaches and researches public law, governance, and regulatory frameworks. She also serves as a Legal Consultant with John Tennyson, one of Malawi’s leading law firms, providing advisory services on legislative drafting, regulatory reforms, energy law, infrastructure development, and public-private partnership frameworks.

Sally is currently pursuing a PhD in Law at the University of Cape Town, focusing on critical minerals governance, energy transition frameworks, and sustainable development. Her research examines legal and regulatory approaches to strengthening resource governance and enabling sustainable investment in Africa’s energy transition.

She has substantial experience in conducting stakeholder consultations, facilitating multi-stakeholder engagements, developing legal and regulatory instruments, reviewing legislation, and supporting institutional capacity building. Her work has involved engagement with government agencies, regulators, development partners, regional bodies, and private sector participants across the energy and infrastructure sectors.

In addition to her professional responsibilities, Sally provides pro bono legal services to charitable and public interest organisations, including the Women Lawyers Association and the League of Transformation, demonstrating her commitment to access to justice, good governance, and sustainable development.

Sally’s combination of legal expertise, regulatory reform experience, stakeholder engagement skills, and knowledge of energy sector governance positions her strongly to support legal and regulatory reforms aimed at strengthening electricity markets, facilitating private sector participation, enhancing regulatory effectiveness, and promoting sustainable energy sector development across Malawi and the Southern African region.
